As California works toward a more sustainable transportation future, new funding models are needed to maintain our roads. To address this challenge, the State of California launched the Road Charge Collection Pilot (RCCP) to exploring an approach where drivers pay based on miles driven rather than fuel purchased. Our team has been fortunate to support all four of California’s Road Charge pilots, helping the State test innovative ways to fund critical infrastructure.
As part of the Highlands Consulting team, I’ve had the honor of serving as an independent evaluator for the last three demonstrations. In this role, I’ve provided impartial assessments of whether the pilots met objectives set by the State Legislature and other program requirements. It’s been rewarding to contribute to the dialogue around transformative transportation funding strategies.
For more than 20 years, Highlands has provided California State agencies with program analysis and evaluation, identifying risks and opportunities, and advancing toward innovative solutions. Contributing to the future of transportation funding is exciting and meaningful. I look forward to continuing this important work in California and beyond.
