In public service, restructuring can feel routine – but occasionally it truly moves the needle.
Earlier this month, Caltrans announced a significant step forward in advancing transit and rail statewide: establishing a new Deputy Director for Transit and Rail Programs, restoring the Division of Mass Transportation, and releasing its first ever Director’s Policy on Transit. Together, these actions reinforce Caltrans’ commitment to elevating multi-modal transportation across California.
Over the past two years, Highlands Consulting, part of Accenture, has been honored to support this effort. Our team completed a comprehensive assessment of transit and rail functions, engaged stakeholders across headquarters, districts, and partner agencies, and collaborated closely with Caltrans leadership to help shape the new organizational structure.
This milestone positions Caltrans to advance a more connected statewide mobility network – and we’re proud to have contributed.
